I have not used the 1-2-4-all technique before. That sounds like a really good one for surfacing different opinions and working through the different points of view, without just drowning out the quietest voices.
It’s your fault
The culture of blame, and the ‘bringing in of the people we call consultants who we can then blame’ has been one of the more disappointing discoveries while working in/for/with/whatever the public sector.
There have been some nice discoveries though. There are a lot of smart people who are driven by values. I think that’s been the nicest discovery over the last year or more.
